Delaware is a small state with three distinct rental markets. New Castle County, from Wilmington down to Middletown, is a Philadelphia commuter market with its own banking and healthcare employers and the deepest investor inventory in the state. Dover and Kent County are a capital-and-airbase market with low prices and steady rents. The Sussex County beaches — Rehoboth, Lewes, Dewey, Bethany, Fenwick — are a seasonal short-term rental market that draws investors from Washington, Baltimore, and Philadelphia. A DSCR loan works in all three because it qualifies on the property's rent rather than your tax returns, and because Delaware's famously entity-friendly law makes closing in an LLC routine.
This guide covers Delaware DSCR loan requirements, 2026 rates, each market, two worked examples at standard-file pricing, the state's unusually high realty transfer tax, and the Delaware-specific rules that affect cash flow without affecting qualification.
What Is a DSCR Loan?
A DSCR loan — Debt Service Coverage Ratio loan — qualifies the borrower on the rental income of the subject property rather than personal income. The ratio is gross monthly rent divided by the monthly debt obligations on the property (PITIA: principal, interest, taxes, insurance, and any HOA dues).
DSCR Formula
DSCR = Gross Monthly Rental Income ÷ Monthly Debt Obligations
A 1.0 DSCR means the property breaks even. Higher ratios produce better pricing.
No W-2s, tax returns, employment verification, or debt-to-income calculation. The qualifying rent is the in-place lease or the appraiser's market-rent opinion (a haircut AirDNA projection for short-term rentals). In Delaware the denominator is helped by low property taxes and, at the beach, complicated by flood insurance and seasonality.
Why Delaware Is a Strong Market for DSCR Loans
A durable tenant base for a state its size. Wilmington and its suburbs host the credit-card and banking operations that moved to Delaware for its corporate law, the ChristianaCare and Nemours health systems, the DuPont-legacy chemical and science cluster, and a steady flow of Philadelphia commuters riding Amtrak and SEPTA. Dover adds state government, Dover Air Force Base, and Delaware State University. Newark adds the University of Delaware. The beaches add a retiree and second-home economy that keeps growing because Delaware has no sales tax and modest property taxes.
Low property taxes. Delaware's effective property tax rates have long been among the lowest on the East Coast, which keeps the tax line in PITIA small. One caution: all three counties recently completed court-ordered reassessments, the first in decades, so the bill shown on a listing may reflect the old assessment. Model from the county's current figure, not the seller's.
Entity-friendly law. Delaware's LLC statute and Court of Chancery are why so many investors form entities there. You do not need a Delaware LLC to buy Delaware property, but if you have one, closing a DSCR loan in it is routine (LLC DSCR loans).
Philadelphia spillover. Claymont, Wilmington, and Newark sit on the SEPTA Wilmington/Newark line and the Northeast Corridor, and investors priced out of the Philadelphia suburbs cross the state line for lower prices and lower taxes. Our Philadelphia DSCR guide covers the other side of that trade.
The trade-offs are a high realty transfer tax, judicial foreclosure, and a lender pool that is thinner than in a large state. For context, across the 3,469 DSCR loans we brokered nationally from January 2025 to June 2026, the median file closed at a 1.16 DSCR with a 744 average FICO and a $303,750 median loan (State of DSCR Lending 2026). A New Castle County townhome usually lands near that ratio; a beach STR can land well above it on a good projection.
Delaware DSCR Loan Requirements
Delaware DSCR loan requirements follow the national non-QM grid — there is no Delaware-specific overlay on credit, LTV, or DSCR:
| Requirement | Standard | Notes for Delaware files |
|---|---|---|
| Minimum credit score | 620 | Best pricing at 740+; under 660 caps LTV at 70–75%. |
| Minimum DSCR | 0.75 | 1.20+ unlocks the best tier and 80% LTV; sub-1.0 caps at 70% LTV. |
| Max LTV (purchase) | Up to 85% | 80% is the practical ceiling; 85% is limited-program, 740+ FICO. |
| Max LTV (cash-out) | 75–80% | LTV limits by scenario; STR cash-out caps at 75%. |
| Loan amount | $100K–$15M | Dover and Wilmington rowhomes under $100K: small-balance program. |
| Property types | SFR, condo, 2–4 unit, 5+ unit, condotel | Beach STRs on AirDNA or 12-month history. |
| Reserves | 3–6 months PITIA | 6 months on STR files. |
| Borrower types | Individual, LLC, corporation, foreign national | Any state's LLC; Delaware LLCs pay a flat annual tax. |

Wilmington & New Castle County
New Castle County is where most Delaware DSCR loans close, and it is really three sub-markets.
Wilmington
The city has the lowest entry prices in the county and the most rowhome and small-multifamily stock. Trolley Square, Forty Acres, Union Park Gardens, and the Riverfront draw tenants from the banks, the hospital, and the law firms downtown; the Amtrak station is a short ride to Philadelphia's 30th Street. Older neighborhoods on the east and west sides offer the deepest cash flow with more operating work. The City of Wilmington licenses rental units and inspects them, and much of the stock is pre-1978, so budget for lead-safe practices at turnover. City rowhomes commonly land at 1.15–1.25 at 75% LTV.
Newark, Bear, Glasgow & the suburbs
Newark is the University of Delaware's town, and student rentals near campus are a specialist market: the city regulates rentals and occupancy, and lenders use the appraiser's market rent, which may sit below a by-the-bedroom lease. Bear and Glasgow to the south are the county's workhorse townhome suburbs, with newer stock, HOA dues, and tenants from the Christiana Mall employment corridor and the hospital. Hockessin and Pike Creek are higher-priced, lower-ratio, lower-turnover. Claymont, on the Pennsylvania line with its new SEPTA station, is the cheapest Philadelphia-commute entry in the state.
Middletown
Middletown and the Appoquinimink school district have been among the fastest-growing parts of Delaware for a decade, with new construction, logistics employment along Route 1, and families priced out of northern New Castle County. Newer houses carry higher prices and tighter ratios than Wilmington, but vacancy and repair exposure are lower. A Middletown single-family typically needs 70–75% LTV to clear 1.0–1.10; a townhome with HOA dues needs the dues modeled before you run the ratio.
Dover & Kent County
Dover is the state capital, home to Dover Air Force Base, Delaware State University, Bayhealth's main hospital, and the motor speedway. Prices are meaningfully lower than in New Castle County and rents hold up because the airbase and state government keep demand steady. Military tenants receive a housing allowance, but a DSCR lender underwrites to the appraiser's market rent, not the allowance, so do not count on a premium. Dover single-family and duplex files routinely clear 1.20–1.35 at 75% LTV, and some of the older stock near downtown falls below the $100,000 loan floor, which only a handful of lenders will write. Smyrna, Camden, and Milford round out the county's rental towns.
The Beaches: Rehoboth, Lewes, Dewey, Bethany & Fenwick
Sussex County's coast is Delaware's short-term rental market and the reason many out-of-state investors look at the state at all. Rehoboth Beach is the anchor, with the boardwalk and the largest rental inventory; Lewes is the historic town at the mouth of the bay with year-round appeal; Dewey Beach is the summer-party town; Bethany Beach and Fenwick Island are quieter family markets. Inland, Millsboro, Long Neck, and the inland bays offer lower prices with lake and bay access.
Three things define a Delaware beach DSCR file:
- Seasonality. The season runs roughly Memorial Day to Labor Day, with shoulder months and a quiet winter. Lenders qualify on an annual AirDNA projection (haircut by a lender-specific factor of 75–90% of gross) or a 12-month operating history, typically at 75% LTV with 6 months of reserves, so a strong summer has to carry the year.
- Licensing varies by town. Rehoboth, Dewey, Bethany, Lewes, and Fenwick each license rentals on their own terms and several collect a local rental tax; unincorporated Sussex County has its own rules, and the state has begun taxing short-term rentals at the state level. Confirm the property can be licensed before you contract, and check current rates.
- Flood insurance. Much of Dewey, Fenwick, and the bayside sits in special flood hazard areas. Flood coverage is required there and joins PITIA; get the elevation certificate and a flood quote early.
Our STR DSCR guide covers the permit check and the income calculation; long-term rentals at the beach also qualify, on market rent, if you prefer a year-round tenant.
Worked Example: Two Delaware Properties, One Rate
Illustrative assumptions at a 7.50% 30-year fixed rate, inside this week's standard-file band, not quotes; taxes and insurance are placeholders.
Example 1: New Castle County townhome
- Price: $300,000 · LTV: 75% · Loan: $225,000 · P&I: $1,573/mo
- Taxes: $250/mo · Insurance: $110/mo · PITIA: $1,933/mo
- Market rent: $2,250/mo → DSCR 1.16. Standard tier (+0.125%), standard leverage.
- Transfer tax: at the commonly cited 4% combined rate, $12,000 total, about $6,000 on the buyer's side under the customary split.
Example 2: Rehoboth-area short-term rental
- Price: $650,000 · LTV: 75% · Loan: $487,500 · P&I: $3,409/mo
- Taxes: $160/mo · Insurance (incl. flood): $210/mo · PITIA: $3,779/mo
- AirDNA projection: $78,000/yr gross → at an 80% factor, $5,200/mo qualifying → DSCR 1.38.
- Same property at a 75% factor: $4,875/mo → DSCR 1.29. At 90%: $5,850/mo → DSCR 1.55. The lender's haircut, not the property, decides the tier.
That is the Delaware pattern: inland files are decided by the transfer tax and loan size, beach files by the lender's treatment of seasonal income.
Delaware-Specific Underwriting and Closing Notes
- Realty transfer tax. Delaware's combined state and local transfer tax is commonly cited at 4% in most jurisdictions, among the highest in the country, customarily split evenly between buyer and seller by contract. First-time-buyer reductions do not apply to investors, and the buyer's half is a real line in your acquisition cost. Confirm current rates with your title company (DSCR closing costs).
- No sales tax. Appliances, materials, and furnishings for a turnover or an STR setup carry no sales tax in Delaware, a small but real offset to the transfer tax.
- Judicial foreclosure. Delaware foreclosures run through the Superior Court. The timeline is slower than in trustee-sale states, which shows up in lender appetite for marginal files rather than in the rate on a clean one.
- Reassessed property taxes. New Castle, Kent, and Sussex counties recently completed court-ordered reassessments. Use the county's current bill, not the seller's old one, and note that senior and owner-occupant credits do not apply to a rental.
- Landlord-tenant code. The Delaware Residential Landlord-Tenant Code governs security deposits, notice periods, and the summary of the code a landlord must provide. No statewide rent control on conventional rentals. Operating requirements, not loan conditions; check current rules.
- Closing in an LLC. DSCR loans close in single- and multi-member LLCs formed in any state, with a foreign registration in Delaware where required and a personal guarantee. Delaware LLCs pay a flat annual tax, currently $300 (LLC DSCR loans).
- Cash-out on existing rentals. 47% of our national DSCR volume is cash-out refinance. Beach properties bought years ago are a common source of trapped equity; STR cash-out caps at 75% LTV (DSCR cash-out refinance, seasoning rules).
DSCR Loan Rates in Delaware — 2026
DSCR rates are not state-specific; they are a grid driven by FICO, LTV, DSCR ratio, property type, prepayment structure, and purpose. From this week's 30-year fixed sheet:
2026 DSCR Rate Ranges — Delaware
- Credit 780+ / LTV 65% or lower / 1.25+ DSCR: Rates from 6.375%
- Credit 720–779 / LTV 65–75%: Typically 6.625–7.75%
- Credit 660–719 / LTV 75–80%: Typically 7.25–8.50%
- Credit 620–659 (LTV capped at 70%): Typically 8.25–9.25%
Illustrative and subject to change. This week's rate sheet by FICO, LTV, and DSCR tier: current DSCR loan rates.
Short-term rental files carry an STR overlay on top of the grid, and cash-out refinances price slightly above purchases. Because fewer lenders quote Delaware, the spread between the best and worst quote on the same file tends to be wider here than in a large state, which is the argument for shopping it across a panel.

Check My Eligibility →DSCR Lenders in Delaware: How to Choose
Delaware is a small market, and that changes the lender search. Some wholesale DSCR lenders do not lend in the state at all; others lend but have thin comparable data outside New Castle County, which makes appraisals in rural Sussex and the beach towns slower and more conservative. A search for DSCR loan lenders in Delaware returns two kinds of companies:
- Direct (retail) lenders offer one program, one rate sheet, one credit box. If that lender treats seasonal STR income conservatively or does not lend in Delaware, you are starting over.
- Wholesale mortgage brokers (that is us) place your file with the wholesale DSCR lender whose guidelines and pricing fit it. The same file can price 0.25–0.50% apart between lenders, and the lender that likes a Rehoboth STR on an AirDNA projection is not the one with the best rate on a Bear townhome.
Either way, ask every lender: whether they lend in Delaware, STR income factor and LTV, minimum loan amount, sub-1.0 treatment, cash-out LTV, prepayment penalty structure, reserves, and LLC closings. Our best DSCR lenders comparison covers the national panel, and we know which lenders quote Delaware.
