Rhode Island is the smallest state in the country and, for a rental investor, one of the most concentrated: one metro and a housing stock that is older, denser, and more multi-unit than almost anywhere else in New England. Providence's triple-deckers, Newport's resort market, the Boston commuter towns along the MBTA line, and the South County beaches are all within the same hour. A DSCR loan is the practical financing path across all of them because it qualifies on the property's rent, not your tax returns.

This guide covers Rhode Island DSCR loan requirements, 2026 rates, the Providence, Warwick, Newport, Pawtucket, and South County submarkets, the municipal property tax question that moves your ratio more than anything else in the state, the lead-safe and short-term rental rules, and how to choose a lender.

What Is a DSCR Loan?

A DSCR loan — Debt Service Coverage Ratio loan — qualifies the borrower on the rental income of the subject property rather than personal income. The ratio is gross monthly rent divided by the monthly debt obligation (PITIA: principal, interest, taxes, insurance, and any HOA dues).

DSCR Formula

DSCR = Gross Monthly Rental Income รท Monthly Debt Obligations

A 1.0 DSCR means the property breaks even. Higher ratios produce better pricing.

No W-2s, tax returns, employment verification, or debt-to-income calculation. The qualifying rent is the in-place lease or the appraiser's market-rent opinion (a haircut AirDNA projection for short-term rentals). In Rhode Island the numerator on a multi-unit is generous. The denominator is where the state's municipal structure shows up: 39 cities and towns each set their own tax rate, and several of them, Providence most notably, tax non-owner-occupied residential property at a higher rate than a homeowner pays.

Why Rhode Island Is a Strong Market for DSCR Loans

Rhode Island's tenant base is anchored by institutions that do not move. Brown University, RISD, Providence College, and Johnson & Wales are all in Providence; the University of Rhode Island is in South Kingstown. Brown University Health and Care New England run the state's hospital systems. Naval Station Newport and the Naval War College bring a rotating population of officers and families to Aquidneck Island. CVS Health is headquartered in Woonsocket.

Then there is Boston. The MBTA Providence line runs commuter rail from Providence and from the Pawtucket/Central Falls station into South Station. A meaningful share of Rhode Island's renter growth over the last decade has been people priced out of greater Boston, which is why Providence rents have risen faster than the state's job base alone would explain. If you already invest in Massachusetts, Rhode Island is the same tenant at a lower entry price; our Massachusetts DSCR loan guide covers the other side of the line.

For a benchmark, across the 3,469 DSCR loans we brokered nationally from January 2025 to June 2026, the median file closed at a 1.16 DSCR with a 744 average FICO and a $303,750 median loan amount (State of DSCR Lending 2026). A Providence or Pawtucket three-unit usually lands above that ratio; an East Side single-family or a Newport condo usually lands below it.

Providence

Providence is where most Rhode Island DSCR inquiries come from, and it is really two or three markets with one tax collector.

East Side: College Hill, Wayland Square, Fox Point

Brown and RISD sit on College Hill, and the East Side neighborhoods around them have the highest prices in the city, a professional and academic tenant base, and historic single-family and condo stock. At 75% LTV an East Side single-family rarely clears 1.0 on long-term rent; the deal is decided by down payment, interest-only structure, or buying a multi-unit instead.

South Providence, West End, Elmwood & Olneyville

This is triple-decker country: three-story, three-unit wood-frame houses built around 1900 for mill workers and still the backbone of the city's rental stock. A triple-decker stacks three leases against one payment and routinely clears 1.25โ€“1.45 at 75% LTV, which is why it is the single most common Rhode Island DSCR file. Our DSCR loan guide for 2โ€“4 unit properties covers the 75% LTV cap on three-units and how appraisers build the unit-by-unit rent schedule. The offsets are age: lead paint, old wiring and boilers, and roofs the appraiser and insurer will ask about.

Federal Hill & Downtown

Federal Hill's restaurant corridor and the converted mills and office buildings downtown have produced a condo and small-multifamily market aimed at young professionals and hospital staff. Condos here are workable DSCR collateral if the association is warrantable; HOA dues go into PITIA and can push an otherwise fine file under 1.0.

Providence's non-owner-occupied tax rate

Providence has historically taxed non-owner-occupied residential property at a materially higher rate than owner-occupied homes, and several other Rhode Island municipalities use tiered or classified rates of their own. For a DSCR file this is not a footnote: the tax line on a Providence three-unit can be the largest item in PITIA after principal and interest. Rates are set annually and have been restructured more than once; confirm the current non-owner-occupied rate with the city's tax assessor before you underwrite, and use that number, not the listing's.

Warwick & Cranston

Warwick and Cranston are the suburban core south and west of Providence: single-family capes and ranches, some two-families, and a tenant base of hospital, airport, and state employees. Warwick has Rhode Island T.F. Green International Airport and a rail station with MBTA and Amtrak service, which makes it the most Boston-accessible suburb in the state.

Single-family DSCRs in both cities sit close to 1.0 at 75% LTV — the price-to-rent gap is narrower than on the East Side but wider than in the triple-decker neighborhoods — so plan on 70% LTV or interest-only if the numbers are tight. Two-family houses pencil better. Each city sets its own tax rate; check whether it classifies rental property differently.

Pawtucket, Central Falls & Woonsocket

The old mill cities north of Providence have the lowest entry prices in the metro and some of its highest ratios. Pawtucket borders Providence's East Side and now has its own MBTA commuter rail station; Central Falls, one square mile and densely built, sits next to it; Woonsocket, home to CVS Health's headquarters, is the far end of the Blackstone Valley. Multi-family stock dominates all three, with two- and three-units priced well below their Providence equivalents.

A Pawtucket DSCR loan on a three-unit commonly clears 1.30 or better at 75% LTV. The cautions are the same as South Providence — age, lead, deferred maintenance — plus occasional loan amounts that fall under $100,000 on the cheapest Woonsocket stock.

Newport & Aquidneck Island

Newport is a resort market with a military anchor, which is an unusual and useful combination. Naval Station Newport and the Naval War College rotate officers and their families through on assignments that often run a year or two, creating year-round demand for furnished and unfurnished long-term rentals in Newport, Middletown, and Portsmouth. On top of that sits one of the busiest summer tourism economies in New England.

Prices are the highest in the state, so a Newport single-family or condo on long-term rent is usually a sub-1.0 file at standard leverage. A DSCR loan for an Airbnb or short-term rental qualifies on a haircut AirDNA or appraiser projection instead, which can carry the loan where long-term rent cannot — but only where STR use is legal. Newport regulates short-term rentals through registration and zoning, and the rules distinguish between owner-occupied and non-owner-occupied arrangements. Rhode Island also requires short-term rentals listed on booking platforms to register with the state Department of Business Regulation. Verify all three layers before you contract.

South County Beaches

Narragansett, South Kingstown, Charlestown, and Westerly — Watch Hill, Misquamicut — are the state's beach rental market. Summer short-term rental demand is intense and highly seasonal; many owners rent to URI students in the academic year and to vacationers from Memorial Day to Labor Day. For a DSCR loan that means the AirDNA projection has to be read honestly: a property that grosses most of its annual income in ten weeks is underwritten on a haircut annual figure, not a peak-season weekly rate.

Two local rules to check. Narragansett has long restricted the number of unrelated occupants in a rental unit, which matters for student leases, and Westerly, Narragansett, and other South County towns have adopted or revised short-term rental registration and occupancy rules in recent years.

Worked Example: Two Rhode Island Properties, One Rate

Illustrative assumptions at a 7.25% 30-year fixed rate — inside this week's standard-file band on our live rate sheet — not quotes; taxes and insurance are placeholders, not municipal data.

Example 1: Providence triple-decker (3-unit)

Example 2: Warwick single-family

That is the Rhode Island pattern: multi-units carry themselves, single-families are decided by structure, and the tax rate of the municipality you picked moves the ratio as much as the price did.

Frequently Asked Questions: DSCR Loans in Rhode Island

What are the DSCR loan requirements in Rhode Island? +
620 minimum credit score (best pricing at 740+), 0.75 minimum DSCR with 1.0+ preferred, up to 80โ€“85% LTV on single-family and 2-unit purchases, 75% on 3โ€“4 units, 75โ€“80% on cash-out, loans from $100,000 to $15 million, 3โ€“6 months reserves, and individual, LLC, or corporate borrowers. No Rhode Island-specific overlay.
Can I get a DSCR loan on a Providence triple-decker? +
Yes. A triple-decker underwrites as a 3-unit property: up to 75% LTV, a small pricing increment over single-family, and a unit-by-unit appraiser rent schedule. Three leases against one payment usually produce ratios of 1.25 or better, which is why it is the most common Rhode Island DSCR file.
How do Rhode Island property taxes affect a DSCR loan? +
Property taxes are part of the PITIA denominator, and in Rhode Island each municipality sets its own rate. Providence and some other cities tax non-owner-occupied residential property at a higher rate than owner-occupied homes, which can make taxes the largest line after principal and interest. Confirm the current rental-classification rate with the assessor and use it in the DSCR.
Can I use a DSCR loan for a short-term rental in Newport or South County? +
Yes, where STR use is legal. STR DSCR loans qualify on a haircut AirDNA or appraiser projection, cap at 75% LTV, and require 6 months of reserves. Rhode Island requires platform-listed short-term rentals to register with the Department of Business Regulation, and Newport, Narragansett, Westerly, and other towns add their own registration and zoning rules. Verify all layers before contracting.
Is Rhode Island a judicial or non-judicial foreclosure state? +
Rhode Island mortgages typically include a power of sale, allowing non-judicial foreclosure, but state law adds a pre-foreclosure mediation-conference requirement aimed principally at owner-occupied homes and notice rules that lengthen the timeline. Wholesale DSCR lenders price Rhode Island on the national grid; confirm the current process with your title company.
What lead-paint rules apply to Rhode Island rentals? +
Rhode Island's Lead Hazard Mitigation Act requires owners of most pre-1978 rental units to obtain and maintain a lead certificate, and recent legislation has tied certificates to a statewide rental registry. These are operating requirements rather than loan conditions, but most Rhode Island rental stock is pre-1978, so budget for the inspection and verify current rules with the Department of Health.
Is Rhode Island a good market for Boston-area investors? +
Often, yes. Providence and Pawtucket are on the MBTA commuter rail into South Station and on Amtrak's Northeast Corridor, and a meaningful share of renter growth has come from people priced out of greater Boston. Entry prices and multi-unit ratios are better than in most of eastern Massachusetts.
Can I close a Rhode Island DSCR loan in an LLC? +
Yes. Rhode Island DSCR loans close in single-member and multi-member LLCs with a personal guarantee from the members. Keep the entity's annual report current with the Rhode Island Secretary of State so it is in good standing at closing.
