Historic and Victorian Districts
Landmark-district townhouses and carriage houses with the highest prices and the strongest nightly rates in the metro. STR use is certificate-limited by ward (see below); long-term DSCRs are thin at these prices, and historic-review constraints show up on appraisals.
Midtown (Ardsley Park, Baldwin Park)
1920s bungalows and brick cottages on tree-lined streets with professional tenants from the hospitals and SCAD. The classic Savannah long-term-rental file, with solid coverage at 75% LTV.
Southside
Windsor Forest, Georgetown, and the corridor near Hunter Army Airfield and Georgia Southern's Armstrong campus. Lower entry prices, military and student renters, and the strongest cash flow inside city limits.
Pooler
Chatham County's growth engine near the airport and Gulfstream: new-build subdivisions, HOA dues, and family renters tied to logistics and aerospace employers. Comps on new floor plans are thin; underwrite with cushion.
Richmond Hill
Bryan County's commuter town for Fort Stewart, Gulfstream, and now the Hyundai plant, with well-regarded schools and newer single-family stock. Military PCS cycles drive predictable turnover; DSCR files look like a Sunbelt suburb.
Tybee Island
Beach STR market with its own city STR rules, including licensing and limits on new short-term rentals in residential zones — check current Tybee ordinances. Flood and wind insurance are the largest PITIA line items on the island.
Short-Term Rental Notes: Savannah's Historic District Ordinance
The City of Savannah requires a short-term vacation rental certificate and, within the Historic District, caps non-owner-occupied STR certificates by ward, with new certificates unavailable in wards at their cap and periodic pauses on new approvals. Outside the district, STRs are permitted in more zones with fewer limits, and Tybee Island and Pooler have their own rules. Practically: confirm ward availability and whether an existing certificate transfers before you contract, because an STR file with no path to a certificate underwrites as a long-term rental. Check current city rules. Where STRs are permitted, our STR DSCR program qualifies on AirDNA full-year projections discounted to 75–80%, at a 75% LTV cap.
Flood, Wind, and Insurance as a DSCR Input
Insurance is part of PITIA, so in coastal Chatham County it moves the DSCR directly. Properties in FEMA special flood hazard zones need a flood policy (NFIP or private), lenders require it, and an elevation certificate can change the premium materially. Wind coverage and hurricane deductibles are separate line items on most coastal policies, and premiums have been rising across the Southeast. Get bindable quotes before you make an offer — a higher-than-expected policy is the most common reason a Savannah file that penciled comfortably lands at the edge of 1.0. - Qualifying rent (appraiser's rent schedule): $2,100/month
- DSCR: $2,100 ÷ $1,958 ≈ 1.07 — qualifies on the standard program

Georgia Foreclosure and Landlord Climate
Georgia is a non-judicial foreclosure state with a fast power-of-sale process, dispossessory (eviction) actions move quickly, and state law preempts local rent control — the combination lenders price most favorably. Closing costs are moderate: Georgia's intangible recording tax is charged on the loan amount and the transfer tax on price, both modest relative to Northeast markets. The offsets in Savannah are insurance and, in the Historic District, STR certificate scarcity.
