Vermont is a small state with three very different rental markets. Burlington and Chittenden County have some of the tightest vacancy in New England and prices to match, which makes ratios hard to clear at standard leverage. The ski towns — Stowe, Killington, Ludlow, Warren — are short-term rental and resort-condo markets with their own underwriting rules. Rutland, Barre, Bennington, and Brattleboro offer low entry prices and strong ratios, sometimes under the standard loan floor. A DSCR loan qualifies on the property's rent rather than your tax returns, and in Vermont the trick is matching the right program to the right market.
This guide covers Vermont DSCR loan requirements, 2026 rates, the Burlington, ski-country, capital-region, and southern markets, how to find a lender in a state with a limited lender pool, and the Vermont-specific items — non-homestead education property tax, judicial foreclosure, prepayment-penalty limits, evolving short-term rental rules, and winter costs — that change your cash flow or your loan terms.
What Is a DSCR Loan?
A DSCR loan — Debt Service Coverage Ratio loan — qualifies the borrower on the rental income of the subject property rather than personal income. The ratio is gross monthly rent divided by monthly debt obligations (PITIA: principal, interest, taxes, insurance, HOA).
DSCR Formula
DSCR = Gross Monthly Rental Income รท Monthly Debt Obligations
A 1.0 DSCR means the property breaks even. Higher ratios produce better pricing.
No W-2s, tax returns, employment verification, or debt-to-income calculation. The qualifying rent is the in-place lease or the appraiser's market-rent opinion (a haircut projection for short-term rentals). In Vermont, the denominator is where files go wrong: the property tax line is large, and it gets larger when a home moves from homestead to non-homestead classification.
Why Vermont Is a Workable Market for DSCR Loans
Vermont's rental demand is driven by scarcity more than growth. The state builds very little new housing, land-use review is slow, and the result is persistently low vacancy in every market that has jobs: the University of Vermont and its medical center in Burlington, state government in Montpelier, the ski resorts, and the regional hospitals in Rutland, Bennington, and Brattleboro. Tenants stay longer because there is nowhere else to go, which is good for a 30-year rental loan even when the entry price is high. For context, across the 3,469 DSCR loans we brokered from January 2025 to June 2026, the median file closed at a 1.16 DSCR with a 744 average FICO (State of DSCR Lending 2026); a Rutland duplex can sit above that median, and a Burlington single-family usually sits below it at the same leverage.
The trade-offs are real. Vermont's effective property tax rate is among the higher ones in the country, and rentals pay the non-homestead education rate on top of the municipal tax. Foreclosure is judicial and slow. Prepayment penalties are restricted. Tenant law is more protective than most states, and short-term rental rules are set town by town and have been changing. None of that affects how you qualify — we use market rent or the lease — but all of it belongs in the cash-flow model, and it is why the DSCR lender pool here is smaller than in New Hampshire next door.
Vermont DSCR Loan Requirements
Vermont DSCR loan requirements follow the national non-QM grid — there is no Vermont-specific overlay on credit, LTV, or DSCR. The state-specific items are the tax line, the prepayment structure, and the lender list:
| Requirement | Standard | Notes for Vermont files |
|---|---|---|
| Minimum credit score | 620 | Best pricing at 740+; under 660 caps LTV at 70โ75%. |
| Minimum DSCR | 0.75 | 1.20+ unlocks the best tier and 80% LTV; sub-1.0 caps at 70% LTV. |
| Max LTV (purchase) | Up to 85% | 80% is the practical ceiling; 85% is limited-program, 740+ FICO. |
| Max LTV (cash-out) | 75โ80% | LTV limits by scenario. |
| Loan amount | $100Kโ$15M | Rutland, Barre, Bennington: under-$100K program. |
| Property types | SFR, condo, 2โ4 unit, 5+ unit, condotel | Resort units with rental pools underwrite as condotels. |
| Reserves | 3โ6 months PITIA | 6 months on STR files. |
| Borrower types | Individual, LLC, corporation, foreign national | Prepayment penalties limited in Vermont; ask each lender. |

Burlington & Chittenden County: Tight Vacancy, Tight Ratios
Chittenden County is where most Vermont DSCR inquiries point and where the math needs the most planning. Burlington has the University of Vermont, Champlain College, the UVM Medical Center, a walkable downtown on Lake Champlain, and a vacancy rate that has been among the lowest in the Northeast for years. Rents are high. Prices are higher.
Burlington
The Old North End and the blocks around the university carry the city's multi-unit stock, much of it older and student-leased; the Hill Section and South End are single-family and condo markets with professional tenants. On a single-family home at 75% LTV, the Burlington ratio is often below 1.0 once non-homestead taxes are in PITIA. What works: a 2โ4 unit where multiple rents cover one payment, 30โ35% down, interest-only, or a no-ratio DSCR loan at lower leverage for a buyer who wants the property regardless of the number. Burlington also registers rentals and requires inspections; check current city rules.
Winooski and South Burlington
Winooski, across the river, is the densest municipality in the state, with a compact downtown and a large stock of small multifamily and newer apartment buildings; it is where many Burlington-area investors find a workable ratio. South Burlington, Essex, Colchester, and Williston are suburban single-family and condo markets near the airport and the county's larger employers; ratios are tight but the tenant base is strong and the stock is newer.
The Chittenden County sub-1.0 toolkit
- Sub-1.0 program: 0.75โ0.99 DSCR, LTV capped at 70%, priced above the 1.0+ tiers.
- No-ratio: DSCR not run, LTV capped at 65%, 700+ FICO (no-ratio DSCR loans).
- Interest-only: lowers the payment and lifts the ratio at the same down payment (interest-only DSCR).
- 2โ4 units: the most reliable path to 1.0+ in Burlington and Winooski.
Stowe, Killington & Okemo: Ski Country Short-Term Rentals
Vermont's ski towns are short-term rental markets first and long-term rental markets a distant second. Stowe is the highest-priced, with a year-round tourism base beyond the mountain; Killington is the largest resort in the East and has a deep inventory of condos and chalets along the access road; Okemo in Ludlow, Sugarbush in the Mad River Valley, Smugglers' Notch, and Jay Peak round out the list. Our STR DSCR program finances these on a haircut income projection, and the winter-plus-foliage season is what the haircut absorbs. Three things decide a ski-country file:
- Condotel vs. condo. A unit in a building with a front desk, a mandatory or hotel-run rental pool, owner-use limits, or hotel-style amenities underwrites as a condotel, with lower LTV and higher pricing than a standard condo. Many resort-base units in Killington and Stowe fall into that category; read our condotel DSCR guide before you write an offer and ask the lender early.
- Local STR rules. Vermont has moved toward statewide short-term rental registration and safety requirements, and towns including Stowe, Killington, and Ludlow have adopted or debated their own registration, inspection, and cap rules. The rules are local and evolving; verify the current requirements for the specific town before contracting.
- Seasonality and reserves. Ski-country revenue is concentrated from December through March with a foliage bump; mud season is quiet. Six months of reserves is the STR standard and holding more is sensible.
Montpelier, Barre, Rutland, Bennington & Brattleboro
Montpelier and Barre
Montpelier is the smallest state capital in the country, with state government, the hospital, and a tight housing supply that keeps rent firm; Barre, a few miles away, is the granite town with lower price points and the same tenant base. Both sit along the Winooski River and both were hit by major flooding in 2023; confirm the flood zone and insurance requirement on any property in the river valleys, because flood insurance lands in PITIA and reshapes the ratio.
Rutland and Bennington
Rutland is the state's second-largest city, with a regional hospital, proximity to Killington, and some of the lowest entry prices in Vermont; single-family and duplex ratios there are often the strongest in the state. Bennington, in the southwest corner, has Bennington College, a hospital, and similar price points. In both, purchase prices on smaller properties can fall under the $100,000 standard loan floor, which routes the file to the under-$100K DSCR program; the ratio is usually not the problem, the loan size is.
Brattleboro
Brattleboro, in the southeast corner near the New Hampshire and Massachusetts lines, is an arts-and-college town with a hospital and a commuter base that reaches Keene and the Pioneer Valley. Older multifamily stock, moderate prices, and a tenant base that does not depend on a resort make it one of the more balanced DSCR markets in the state.
Worked Example: Two Vermont Properties, One Rate
Illustrative assumptions at a 7.50% 30-year fixed rate, not quotes; taxes and insurance are placeholders.
Example 1: Burlington duplex
- Price: $560,000 ยท Taxes: $975/mo (non-homestead placeholder, ~$11,700/yr) ยท Insurance: $160/mo ยท In-place rent: two units at $2,100 = $4,200/mo
- 75% LTV ($420,000): P&I $2,937 โ PITIA $4,072 โ DSCR 1.03. Qualifies, tight-cash-flow tier.
- 65% LTV ($364,000): P&I $2,545 โ PITIA $3,680 โ DSCR 1.14. Standard tier.
- 65% LTV, interest-only: payment $2,275 โ PITIA $3,410 โ DSCR 1.23. Same down payment, best tier (interest-only DSCR).
Example 2: Rutland single-family
- Price: $190,000 ยท LTV: 75% ยท Loan: $142,500 ยท P&I: $996/mo
- Taxes: $400/mo ยท Insurance: $100/mo ยท PITIA: $1,496/mo
- Market rent: $1,750/mo โ DSCR 1.17. Qualifies at standard leverage, standard tier.
- A similar Barre property at $95,000 would produce a $71,250 loan and route to the under-$100K program.
That is the Vermont pattern: in Chittenden County the deal is decided by down payment and payment structure; in Rutland County it is decided by loan size.
Vermont-Specific Underwriting and Closing Notes
- Non-homestead education property tax. Vermont funds schools through a statewide education property tax with separate homestead and non-homestead rates, and rentals pay the non-homestead rate on top of the municipal tax. The combined effective rate is among the higher ones in the country, and a seller's homestead bill understates what you will pay. Underwrite from the non-homestead figure; the town listers or your title company can estimate it. Rates are set annually; check current figures (taxes and insurance in PITIA).
- Judicial foreclosure. Vermont foreclosures go through the courts and the process is among the slower ones in the country. Most wholesale DSCR lenders that lend here still price Vermont on the national grid; the timeline shows up in which lenders are active in the state and in appetite for weak files, not in the rate on a clean one. Check current rules.
- Prepayment penalty limits. Vermont is one of the states that restricts prepayment penalties on residential mortgage loans, so many lenders write Vermont DSCR loans without the standard 3- or 5-year penalty and price slightly higher to compensate. Ask each lender how they treat Vermont; the rules are statutory and can change (DSCR prepayment penalties).
- Short-term rental rules. Registration, safety, and local-cap rules are set at the state and town level and have been changing. Verify the current requirements for the specific town before contracting an STR anywhere in Vermont.
- Tenant law. Vermont tenant protections are more extensive than in most Sunbelt states, and Burlington and some other municipalities have pursued additional protections through charter changes that require state approval. Operating requirements, not loan conditions; verify current rules.
- Winter and heating. Heating is not in PITIA, but on an owner-pays-heat lease in an older Vermont multifamily it is a large real cost, and freeze damage is the common claim. Model it, and inspect the heating system and insulation.
- Limited lender pool. Fewer DSCR lenders are active in Vermont than in neighboring states. Confirm licensing before you apply and get more than one quote.
- Closing in an LLC. DSCR loans close in single- and multi-member Vermont LLCs with a personal guarantee (LLC DSCR loans).
- Cash-out on existing rentals. 47% of our national DSCR volume is cash-out refinance; Burlington multifamily held through a decade of price growth is a common source of trapped equity (DSCR cash-out refinance, seasoning rules).
DSCR Loan Rates in Vermont — 2026
DSCR rates are not state-specific; they are a grid driven by FICO, LTV, DSCR ratio, property type, prepayment structure, and purpose. Vermont files price on that grid with the lenders that are active here. As a general guide:
2026 DSCR Rate Ranges — Vermont
- Credit 780+ / LTV under 65%: Rates from 6.375%
- Credit 720โ779 / LTV 65โ75%: 6.25โ7.00%
- Credit 660โ719 / LTV 75โ80%: 7.00โ7.75%
- Credit 620โ659 / LTV 80โ85%: 7.75โ8.50%
Illustrative and subject to change. This week's rate sheet by FICO, LTV, and DSCR tier: current DSCR loan rates.
Because prepayment penalties are limited in Vermont, many quotes here are no-penalty quotes, which price a notch above the same file with a 5-year penalty elsewhere. Sub-1.0 files (common in Chittenden County) price above the 1.0+ tiers and cap at 70% LTV; condotel and STR files price above standard long-term files; cash-out refinances price slightly above purchases.

Check My Eligibility โDSCR Lenders in Vermont: How to Choose
A search for DSCR loan lenders in Vermont returns a lot of national advertising and a short list of lenders that will actually close here. Two kinds of companies will:
- Direct (retail) lenders offer one program, one rate sheet, one credit box. If that lender is not active in Vermont, has no no-penalty option, or will not take a Killington condotel, the conversation ends there.
- Wholesale mortgage brokers (that is us) place your file with the wholesale DSCR lender whose guidelines and pricing fit it. In Vermont that means knowing which lenders are active in the state, which will go sub-1.0 or no-ratio in Burlington, which take condotels, and which quotes tightest on a clean Rutland duplex. The same file can price 0.25โ0.50% apart between lenders.
Either way, ask every lender: do you lend in Vermont, how you handle Vermont prepayment penalties, minimum loan amount, sub-1.0 and no-ratio treatment, condotel and STR eligibility, cash-out LTV, reserves, and LLC closings. Our best DSCR lenders comparison covers the national panel; confirm Vermont licensing for any lender you consider.
