Virginia is one of the most stable rental markets in the country, and a DSCR loan — an investment-property mortgage qualified on the rent instead of your tax returns — is the standard financing tool for investors here in 2026. Northern Virginia's federal, defense, technology, and data-center employment supports deep tenant demand from Reston and Tysons to Arlington and Loudoun; Hampton Roads runs on the largest naval concentration in the world; and Richmond, Charlottesville, and Roanoke offer cash flow at lower price points.
This guide covers how DSCR loans work in Virginia, the 2026 requirements and rate ranges, each major market from Northern Virginia to Hampton Roads and Roanoke, and the state-specific rules — foreclosure, the landlord-tenant act, recordation taxes, and STR permits — that shape how a file is structured.
What Is a DSCR Loan?
A DSCR loan — Debt Service Coverage Ratio loan — qualifies on the subject property's gross monthly rent divided by its full monthly payment (PITIA: principal, interest, taxes, insurance, and HOA or condo dues). No W-2s, tax returns, employment verification, or debt-to-income calculation.
DSCR Formula
DSCR = Gross Monthly Rental Income ÷ Monthly Debt Obligations
A 1.0 DSCR means the property breaks even. Higher ratios produce better pricing.
If a Richmond rental generates $2,400 a month and its PITIA is $1,850, the DSCR is 1.30 — above the 1.16 median across the 3,469 loans in our State of DSCR Lending 2026 report, and in the strongest pricing tier. Programs go as low as 0.75 with compensating factors.
Why Virginia Is a Strong Market for DSCR Loans
Virginia's tenant base is anchored by employers that do not follow the business cycle: the federal government and its contractors in Northern Virginia; the Navy, Air Force, Army, and shipbuilding in Hampton Roads; state government and corporate headquarters in Richmond; and universities in Charlottesville and Blacksburg. That produces low vacancy and reliable rent collection.
The legal environment is favorable too: non-judicial foreclosure, a statewide landlord-tenant act with no rent control, and non-payment cases that move through General District Court on a defined timeline. The trade-offs are NoVA entry prices, which compress DSCRs, and recordation taxes at closing. Every major wholesale DSCR program lends in Virginia without state-specific overlays.

Northern Virginia DSCR Loans: Reston, Tysons, Arlington, and Loudoun
Northern Virginia is the largest source of Virginia DSCR demand, and it underwrites differently from the rest of the state: prices are high, rents are high but not proportionally so, and much of the inventory is condos and townhomes with association dues. A NoVA file lives or dies on structure — LTV, dues, and whether the property is a condo. Underwrite on the rent the appraiser can support, not the strength of the tenant pool.
Reston, Herndon, and Tysons
Reston is a planned community with a Silver Line Metro connection, a dense town center, and a mix of condos, townhomes, and single-family clusters — nearly all of which carry Reston Association dues plus, often, a cluster or condo association on top. Those combined dues are the biggest variable in a Reston DSCR loan: a $350 monthly total can be the difference between a 1.15 and a 1.02. Herndon adds the Dulles technology corridor at slightly lower price points. Tysons, home to Capital One and a cluster of corporate headquarters, is condo- and high-rise-heavy, so warrantability review (see our non-warrantable condo guide) and association budgets are the underwriting focus. Investors in this corridor typically win with 70–75% LTV, interest-only or ARM structures, and townhomes over condos when ratios are tight.
Arlington and Alexandria
Closest to Washington and to Amazon's second headquarters at National Landing, Arlington and Alexandria carry the highest rents and prices in the state. Condos dominate, and DSCRs on standard files often run 0.95–1.15 at 75% LTV, so many investors use 65–70% LTV to reach the best tiers. Both run short-term rental permit regimes that favor owner-occupied homestays over investor STRs — confirm the permit path before underwriting on AirDNA.
Fairfax and Loudoun County
Fairfax County — Springfield, Annandale, Centreville, Chantilly, Burke — offers more single-family and townhome inventory and somewhat better ratios than Arlington. Loudoun County — Ashburn, Sterling, Leesburg — holds the largest concentration of data centers in the world and has grown faster than almost any county on the East Coast; newer townhome communities rent quickly but carry HOA dues and high assessments. Prince William County (Manassas, Woodbridge) is the value end of NoVA, with the strongest ratios inside the Beltway commute.
Other Virginia Markets for DSCR Investors
Richmond
The best-balanced market in Virginia: state government, VCU and its health system, and corporate headquarters (Capital One, Dominion Energy, Altria, CarMax) support demand at prices well below NoVA. The Fan, Church Hill, Scott's Addition, Northside, and the Henrico and Chesterfield suburbs underwrite in the 1.15–1.35 range at 75% LTV, and 2–4 unit stock is plentiful. Fort Gregg-Adams supports rentals south toward Petersburg.
Virginia Beach, Norfolk, and Hampton Roads
Naval Station Norfolk, NAS Oceana, Joint Base Langley-Eustis, Little Creek, and Newport News Shipbuilding create a military and defense tenant base across Virginia Beach, Norfolk, Chesapeake, Hampton, Newport News, and Suffolk. Military tenants receive a Basic Allowance for Housing that tracks local rents, so price to the BAH tables and expect reliable collection with higher turnover from PCS moves; leases must honor the Servicemembers Civil Relief Act termination right. Ratios typically run 1.15–1.30. Coastal wind and flood insurance is a real PITIA line item, and Virginia Beach regulates short-term rentals through overlay districts (Sandbridge is the established STR zone), so verify the parcel.
Charlottesville
The University of Virginia and UVA Health anchor a small, high-quality market where prices run high relative to rents, so ratios are tighter than Richmond; student and medical-resident leases help certainty. The city's short-term rental rules favor owner-occupied homestays, so treat Charlottesville and Albemarle County as long-term-rental markets unless the parcel clearly permits STR.
Roanoke and Southwest Virginia
Roanoke offers the highest ratios in the state — often 1.30–1.50 — on lower-priced SFR and duplex stock, supported by Carilion Clinic, the Virginia Tech Carilion medical campus, and rail and logistics employment. Blacksburg (Virginia Tech) and Lynchburg (Liberty University) are the student-rental plays nearby, and investor competition is light.
Virginia-Specific Underwriting Notes
- Non-judicial foreclosure. Virginia deeds of trust foreclose through a trustee's sale without a lawsuit, which is why lenders price Virginia as a standard state.
- Virginia Residential Landlord and Tenant Act. The VRLTA governs most residential leases statewide: no rent control, a short pay-or-quit notice for non-payment, and unlawful detainer actions in General District Court. Use a VRLTA-compliant lease and follow the security-deposit and disclosure rules.
- Recordation and grantor taxes. Virginia charges state and local recordation tax on the deed (buyer side) and on the deed of trust — a tax on the loan amount that applies to refinances too, roughly a third of one percent combined. Sellers pay a grantor's tax with regional add-ons in Northern Virginia and Hampton Roads. Your settlement agent gives exact figures; see our closing costs guide.
- Property taxes by locality. Virginia's independent cities and counties each set their own rate and reassess frequently; effective rates around 1% are typical in Northern Virginia and lower elsewhere. Underwrite with the current bill plus a cushion.
- STR rules are set locality by locality. Arlington, Alexandria, and Charlottesville run permit regimes that favor owner-occupied homestays; Virginia Beach uses overlay districts; many counties are more permissive. Verify before underwriting on AirDNA; our Airbnb DSCR guide covers the checks.
- Insurance and income tax. Coastal Hampton Roads carries wind and flood premiums; inland markets price near the national average. Virginia's state income tax tops out at 5.75% — talk to a CPA about entity structure.
How to Calculate Your DSCR on a Virginia Property
An illustrative Reston condo purchase using hypothetical numbers. Run your own on our DSCR calculator.
Worked Example — Reston Condo
- Purchase price $450,000 · 25% down · loan $337,500 (75% LTV)
- Principal and interest at 7.25% on a 30-year fixed: about $2,302/month
- Property taxes at roughly 1.1% of value: about $413/month
- HO-6 insurance: about $50/month · condo plus Reston Association dues: about $350/month
- PITIA: about $3,115/month · market rent: $3,300/month
- DSCR = $3,300 ÷ $3,115 = 1.06 — approvable, but in the 1.00–1.09 tier
- At 70% LTV (loan $315,000, P&I about $2,149): PITIA about $2,962 → DSCR 1.11, one tier better
That is the Northern Virginia pattern in one example: dues and taxes, not the rate, decide the tier. A Richmond or Roanoke SFR at the same rent-to-price ratio and no dues lands comfortably above 1.25.
DSCR Loan Rates in Virginia — 2026
Virginia prices off the national grid with no geographic adjustment; FICO, LTV, DSCR, property type, prepayment structure, and loan size set the rate. As a general guide:

Adjustments that matter most on Virginia files: each 5% of LTV above 65% adds roughly 0.125–0.25%; a 1.00–1.09 DSCR adds about 0.375% versus 1.25+; short-term rentals add up to 0.25% with a 75% LTV cap; and cash-out refinances run 0.25–0.50% above purchase pricing. ARMs price 0.25–0.50% below the 30-year fixed, which is why they are popular on NoVA condos. Our DSCR rates page publishes the full grid weekly.
DSCR Lenders in Virginia: How to Choose
Nearly every DSCR lender operates in Virginia, so the question is who prices your file best.
